INFLUENCE OF LEADERSHIP, MOTIVATION, DISCIPLINE AND COMPETENCE ON APARATURE PERFORMANCE IN SIMPANG MAMPLAM SUB-DISTRICT OFFICE, BIREUEN DISTRICT ACEH PROVINCE
